In 2008, GPOBA approved a $3 million grant to support investments in piped rural water supply systems, in conjunction with the government's efforts to operationalize its national Rural Water Supply and Sanitation Strategy.

The project provided access to affordable, clean water supply to 35,065 households, reaching approximately 180,000 beneficiaries. The subsidies lowered connection fees from between $47-$117 per household to $14-$38 per household, and contributed towards the cost of upstream system improvement and extension. Based on the successes and lessons learned from this OBA pilot, efforts to scale up the work are underway with support from the Australian government and the Bill and Melinda Gates Foundation.
