The objective was to prepare the Implementation Completion Report (ICR) for the Manila Water Project.

Activities included:
  Providing a systematic account of the performance and results.

  Recommending  a scale-up of  an OBA approach in the water and sanitation sector.

Overall objective: to increase understanding and awareness of OBA approaches, how an output‐based scheme works differently than the  traditional  input‐ based projects; and to show how OBA schemes can improve  the  delivery  of  basic  services to low‐ income communities and individuals in developing countries.  

Activities included the production of  two versions of a documentary video on GPOBA's Honduras OBA  Facility for water and sanitation services. Each of these productions will have a Spanish and  English version .

This ICR was important as it was the first OBA Facility prepared and implemented by the World Bank.

The tasks included:

  • Review of Program Documentation.
  • Meetings/Consultations.
  • Field visits.
  • Consolidation of ICR findings and recommendations.
  • Consultations on Draft Report.

All data and analytical materials were prepared and used in multiple knowledge products with practical applications for GPOBA clients. Given that non‐mandatory ICRs are costly and time‐intensive while have a limited use, it was decided to focus on lessons and readable/accessible knowledge products. This policy would apply to all non‐mandatory ICRs (i.e., where the grant was below $5 million). A GRM was to be prepared.

This  activity commemorated GPOBA’s 10th  year anniversary through a series of OBA  knowledge products, communication tools, and a learning event produced by the GPOBA team. The general theme  across  all  products  was the concept of the evolution of GPOBA over its first 10 years and its  impact  on  the to date 4  million  beneficiaries  as well  as  providing  a  glimpse  on  the  future  of OBA. These knowledge products focused on best  practices  and  lessons  learned in OBA projects  and related  results-based  financing (RBF) initiatives.

The activity closed as planned, meeting all deliverables including knowledge dissemination of knowledge products related to the 10th Year Anniversary Conference such as a sector brief, video on a decade of experience, and promotional material. Also, the documentation of Nepal Biogas project lessons was delivered.

Overall, the activities divided into three tranches aimed to produce new evidence about improving efficiency and effectiveness of HIV prevention through combining it with reproductive health services and delivering it as RBF/OBA. The evaluation was organized around three questions:

(1) efficiency of combining and funding as RBF/OBA,

(2) modeled impact of averted HIV and its consequences, and,

(3) modeled impact of averted unplanned pregnancies and their consequences.

This Tranche 1 supported the development of methodology and evaluation design for statistical modeling of averted HIV cases. The models could be used worldwide and were to be tested in Zimbabwe.

This  two-day training event  and  business  development  meetings  were organized by  the  GPOBA  Knowledge  and Learning team and conducted by OBA experts. The targeted audience was AusAid Headquarters staff in Canberra. The  report analyzing  the  implementation of and capturing lessons from the Mumbai slum electrification project was finalized in   February 2014. This workshop is directed to stimulate the use of OBA in maintaining community-based health insurance schemes in the targeted areas of Nigeria.

This workshop was held in June 2015, organized by the World Bank, GPOBA, PharmAccess and the National Health Insurance Scheme. The workshop covered lessons learned from the GPOBA pilot project and other topics relevant to participating state governments to effectively incorporate into their policies in order to build public support for the universal health coverage, such as:

  • targeting and the use of demographics and other    metrics    to    identify    the    poorest communities for support of equity funds
  • evaluation  and  the  data  analysis  to  adjust resource allocation
  • legal  framework  to  limit  conflicts  between state and federal law
  • health      insurance      financing      options, including state-level equity funds to reduce dependence on federal government
  • benefit  packages  and  the  legal  minimum requirements

The deliverables under tranche 2 have been completed. Most disbursements took place in the prior reporting periods, following the methodology developed under Tranches 1 that closed in August 2017. In turn, the deliverables under Tranche 2 served as a basis for activities under Tranche 3 that is reported below.
