In this webinar, World Bank Lead Irrigation Specialist Jake Burke will discuss results-based financing strategies for small-holder irrigation, and in particular, the role of output-based aid (OBA) subsidies in supporting investments by poor farmers in South Asia and Sub-Saharan Africa. You will learn about opportunities and potential risks for OBA interventions, drawing on examples from India and Zambia.

As GPOBA explores the use of OBA in less tested sectors, GPOBA is working with Bank teams to analyze the use of OBA in urban transport. In urban transport, there is a need to find a balance between cost recovery fares and socially inclusive solutions for the poor. There is an opportunity to advise cities to introduce pro-poor targeted subsidy schemes for urban transport or improve their subsidy programs. Shomik Mehndiratta, Lead transport specialist in the Latin American region, presented the work that the Bank and GPOBA have supported to advice cities in this regard.

This report discusses the applicability of output-based aid (OBA) to the urban transport sector in cities of developing and emerging countries, and draws recommendations for the design of OBA-financed projects – and, more broadly, of output-oriented pro-poor projects – that address the issues that typically affect the sector.
