ستخدمت املعونة املستندة إلى النواجت منذ ُ مطلع القرن اجلديد في توفير البنية األساسية واخلدمات االجتماعية للفقراء، عادةً من خالل الشراكات بني القطاعني العام واخلاص. ونظراً لقلة جتارب هذا النوع من املعونة في قطاع املياه والصرف الصحي، فقد بذل برنامج الشراكة العاملية للمعونات املستندة إلى النواجت جهداً مكثفاً الختبار هذا النهج في ذلك القطاع.
